China to basically build a resource recycling system by 2025

Beijing, July 7 (Xinhua) -- The National Development and Reform Commission issued the "7th Five-Year Plan" for the development of circular economy on 7 July. By 2025, China's resource recycling industrial system will be basically established, the resource recycling system covering the whole society will be basically completed, the output rate of major resources will be increased by about 2020% compared with 20, and the energy consumption and water consumption per unit of GDP will be reduced by about 2020.13% and 5% respectively compared with 16.

The plan is clear that by 2025, China's resource utilization efficiency will be greatly improved, the proportion of renewable resources replacing primary resources will be further increased, and the supporting and guarantee role of circular economy in resource security will be further highlighted. The comprehensive utilization rate of crop straw remained above 86%, the comprehensive utilization rate of bulk solid waste reached 60%, the comprehensive utilization rate of construction waste reached 60%, the utilization rate of waste paper and scrap steel reached 6000 million tons and 3 million tons respectively, the output of recycled non-ferrous metals reached 2 million tons, and the output value of resource recycling industry reached 2000 trillion yuan.

The relevant person in charge of the National Development and Reform Commission said that vigorously developing the circular economy and promoting resource conservation and intensive recycling are of great significance to ensuring the security of national resources, helping to achieve carbon peak and carbon neutrality, promoting the construction of ecological civilization, and promoting high-quality economic and social development.

The plan focuses on the three major fields of industry, social life and agriculture, and puts forward the main tasks of the "14th Five-Year Plan" circular economy development. The first is to build a resource-recycling industrial system and improve resource utilization efficiency by promoting green design of key products, strengthening cleaner production in key industries, promoting the recycling development of parks, strengthening the comprehensive utilization of resources, and promoting the coordinated disposal of urban waste. The second is to build a recycling system for waste materials and build a resource recycling society by improving the recycling network of waste materials, improving the level of processing and utilization of renewable resources, standardizing the development of the second-hand commodity market, and promoting the high-quality development of the remanufacturing industry. The third is to deepen the development of agricultural circular economy and establish a circular agricultural production mode by strengthening the resource utilization of agricultural and forestry waste, strengthening the recycling of waste agricultural materials, and implementing a recycling-oriented agricultural development model.

The plan deploys five key projects and six key actions in the field of circular economy during the "14th Five-Year Plan" period, including the construction of urban waste material recycling system, the recycling development of parks, the demonstration of comprehensive utilization of bulk solid waste, the demonstration of the resource utilization of construction waste, and the five key projects of key technologies and equipment innovation of circular economy, as well as the high-quality development of the remanufacturing industry, the recycling and utilization of waste electrical and electronic products, the whole life cycle management of automobile use, the whole chain of plastic pollution treatment, the green transformation of express packaging, Six key actions for the recycling of waste power batteries.
